It depends on what you mean by developed.
People will always grow at different rates to each other, and the reasons for this are almost endless. Differences in hormones, genetics and to a certain extent a persons environment will all affect rates of development.

This depends on what kind of development one is talking of. Mental development depends on the experiences in childhood and adulthood as well. However, there are many disorders that may be genetic in nature and mental development does not happen appropriately and leads to some form of retardation.

Physical development also depends on the hormones in the body and the condition of the mother when she was pregnant with the child. This in turn has huge repercussions on how the child will develop when he or she grows. Men and women for instance develop differently- one of the reasons is that men have more testosterone compared to women which leads to more muscle mass in men. In fact how fast the child undergoes puberty is also in the control of the maternal nutrition during her pregnancy. Puberty brings about physical changes that lead to one being more ‘developed’ so to say. Timings of puberty differ between individuals and this may also be related to birth weight of child, current nutrition, genes and when (at what age) his or her parents have undergone puberty! It is appreciable that a lot of what our mothers have eaten translates into how well we will grow and develop!!

Why people develop sooner than others is due to genetic and environmental factors. Some people start producing certain hormones sooner than others, whilst our diet is an example of an environmental factor that can influence hormone production.

Girls usually develop quicker than boys because their growth spurt is at the beginning of puberty, but it’s at the end for boys and this is all down to the hormones that are released – estrogen in girls and testosterone in boys.
